`GET /api/notifications/capabilities`

## Request

  - HTTP bearer and API key in header `x-flage-org-id`
  - HTTP bearer and API key in header `x-flage-org-slug`

  - `dm_enabled` boolean, required
  - `email_enabled` boolean, required
  - `email_match_enabled` boolean, required
  - `missing_scopes` string[], required: Slack OAuth scopes needed for notification DM or email matching support.
  - `multiple_destinations_enabled` boolean, required: Whether the database rollout permits multiple notification destinations.
  - `slack_connected` boolean, required
  - `team_id` string, nullable, required
  - `team_name` string, nullable, required
