Crea un nuevo objeto `TaxRate`.

## Request body

  - `name` string, required: Nombre del impuesto.
  - `rate` number, float, required: Porcentaje del impuesto.
  - `description` string: Descripción del impuesto.
  - `metadata` string, json: Conjunto de pares llave-valor asociado al objeto.
