`POST /v1/auth/resend-verification`

Mail a fresh token to an unverified account.

Always returns 200 with the same body, even when the email isn't
registered — same anti-enumeration pattern as password reset flows.
Honours a soft cooldown by counting unused tokens issued in the
last 60 seconds.
