Creates a new paper docket entry/document and attaches it to a case.

  - `filedBy` boolean — the user name who filed the docket entry
  - `docketEntryId` string — id of rawDocketEntry
  - `userId` string — id of user who created the docket entry
  - `status` string — the status of the docket entry
