Retrieve metadata records in the DCAT-US Project Open Data Metadata

**Parameters**
* `start_date`: Start date for index query range. Default is start of current year.
* `end_date`: End date for index query range. Default is today.
* `page`: Page number of the results set. Default is the first page represented by 0.
* `size`: Number of results to return per request. Default is 25.
