v2.8 — change a workspace member's role (and github_access cap).

Admin+ only (PERM_INVITE, same gate as add/remove). When ``role`` changes
without an explicit ``github_access``, the cap is reset to that role's
default so a promotion/demotion carries sane repo access automatically.
