Unlike ``POST /tunnel/refresh``, this never forces a rebuild — it reports
whatever the last ``list_tunnel_tools``/``refresh_tunnel_manifest`` call
left behind (see :func:`tunnel_manifest_snapshot`). Safe to poll cheaply
and often (a startup diagnostic, a dashboard auto-refresh, a connector
health check) without paying the fan-out cost of a real slot
re-aggregation on every call — use ``POST /tunnel/refresh`` when a forced
rebuild is actually wanted.
