List projects visible to the caller.

d116642e — project-scoped workspace members (invited to a single project,
not the whole workspace) only see their scoped project(s) here. Workspace
owners and workspace-wide members see everything. This is listing-only
scoping; see _scoped_project_ids_for_request. The resolver is reached through
the ``_deps`` module (like every other scope check in this file), so one
patch point covers them all.
