60a96ece — dashboard-visible, opt-in diagnostic snapshot of
Meridian-relevant Serena/MCP runtime processes on the machine running
this server: live-process enumeration, duplicate (repo, runtime_kind)
fingerprint groups, and best-effort per-process kernel-pool/
process-group evidence (see ``orphan_reaper.diagnose_runtime_pressure``
for the full contract). Purely observational — this route NEVER kills,
signals, or otherwise mutates any process, matching its sibling
``GET .../orphan_reaper`` status route's read-only contract. Does not
require the orphan-reaper hook to be registered or enabled for this
project; it is independent of that opt-in cleanup feature.
