``orphan_reaper.set_orphan_reaper_enabled`` (seeds the row disabled first
if this project has never run ``generate_handoff``). Turning it OFF also
immediately deletes any already-written
``.claude/hooks/orphan_reaper.*`` files on the machine running the
tunnel/server (when this project has a configured ``repo_path``) rather
than waiting for the next handoff to simply stop re-writing them —
reported back as ``removed_files``.
