G4.17 — set or clear the single-emoji icon for a project.

Body: ``{"icon": "🎯"}`` or ``{"icon": null}``. Stored as the user-provided
string capped to a short length (typical emoji is 1-4 codepoints); the
frontend never expects more than ~8 chars. Wider validation lives in
the UI picker.
