`GET /projects/{project_id}/github/branches`

## Request

v2.8 — list the branches of a repo so the Branch field can be a dropdown.

Query: ``?repo=owner/name`` (defaults to the tenant's connected repo).
Falls back to a static list of common branches if GitHub can't be reached,
so the dropdown always has sensible options.
