RFC 8628 device authorization endpoint.

Mints a high-entropy opaque ``device_code`` and a short human-typable
``user_code`` (base32, e.g. ``WDJB-MJHT``). Only SHA-256 HASHES of both are
persisted — the raw values are returned once and never stored or logged.
