Proxy a GET/POST/OPTIONS request through the tenant's active tunnel socket.

This is the permanent URL users add to claude.ai as a filesystem MCP connector.
Requires an active tunnel connection from the tenant's local `meridian --tunnel`
process. Returns 503 when no tunnel is open.
