Public changelog rendered from DB — newest entries first.

Falls back to DEVLOG.md when no DB entries exist (bootstrap / self-hosted).
Admin users see inline controls to add/edit/delete entries.

ece2ac0a — public page: reads ONLY changelog entries, through the narrowly
scoped control-plane accessor, never through the tenant resolver ``_db``
(which now 401s anonymous hosted callers).
