OIDC discovery alias for clients that probe this path before OAuth AS metadata.

Meridian uses OAuth authorization-code + PKCE rather than issuing OIDC
identity tokens, but the discovery document is the same authorization
server contract.  ChatGPT currently probes both standard discovery paths;
returning the OAuth metadata here avoids a needless 404 during app setup.
