`POST /v1/strategies/{strategy_id}/deploy-intent`

Record durable deploy intent: emit `deploy_wizard.started` (02-AC-7.1).

The web deploy wizard calls this on entry, replacing the PostHog-only
capture as the trigger-engine source (PostHog stays supplementary and
never gates — spec 02 §7.1). The event row IS the domain write here
(spec 01 AC-1.1's intent/edge-event rule), written via the one
sanctioned emit path. Repeated wizard entries may emit repeated
events by design — once-only lives in the B3 trigger's dedupe key,
not in this producer. Headless (API/CLI) deploys never call this:
they produce durable deployment records directly (B3 is
UI-wizard-scoped; B1 covers headless users).
