Impact detector v0 (spec 11 §8) — observational, never causal impact.

Per-asset OLS of arrival_bps vs abs(target_notional) over sealed SCORED
receipts. Ships ungated per D11 (the founder account is the research
profile); tiers will change visibility, never the numbers.
