Update whether to persist anonymous user conversations across page refreshes.

When enabled (default): Anonymous conversation IDs are stored in localStorage
and restored on page refresh, maintaining conversation history.

When disabled: Conversations are only persisted during navigation within the app.
A page refresh will start a fresh conversation.
