# RUNT Citizen by Plate

`POST /co/runt/citizen-by-plate/v1`

## Request

Look up the current registered owner of a Colombian vehicle in RUNT (Registro Único Nacional de Tránsito) by plate alone, and return that person's citizen record: the driver record, driving licences with categories, traffic-fine standing, procedure requests, driving-aptitude and medical certificates, CUPL registrations, SICOV validations, ANSV payments and identity validation. The owner (document type, number and name) is echoed in `owner`. `found: false` when the plate has no current natural-person owner or the owner has no record.

Supports async delivery: set `Prefer: wait=N` for an inline result, pass `callback_url` to receive a POST when ready, or poll `GET /jobs/{id}`.
