The directory of Sisbén offices, from the DNP: every department's coordinator, or with `department_code` (two-digit DIVIPOLA) that department's coordinator and the administrator of each of its municipalities, with address, phone and email.

      - `municipality_code` string, nullable, required: The municipality's five-digit DIVIPOLA code; null for a departmental coordinator.

      - `phone` string, nullable, required: As published: sometimes several numbers, or an extension.
