  - `action` 'acknowledge' | 'resolve' | 'assign' | 'severity' | 'team', required: team answers 501.
  - `payload` object: Required for severity and assign.
    - `severity` 'sev1' | 'sev2' | 'sev3' | 'sev4': action severity.
    - `userId` string, nullable: action assign; null unassigns the role.
    - `role` 'commander' | 'tech_lead' | 'comms' | 'assignee': action assign.
    - `note` string, nullable: Note, at most 10000 characters.
