`GET /engagements/changes/stream`

Tell the conversations sidebar when to refetch its head.

Carries no rows and reads no database. The sidebar's list is filtered and
cursor-merged client-side, so an org-scoped "something changed" is both the
cheapest useful signal and the only one that cannot be wrong about whether a
row still belongs in the reader's view.
