`GET /gtm-internal/tasks/assignees`

## Request

Distinct task assignees — the option source for the page's selectable
"Assignee" filter (mirrors /tasks/assigners on the assignee column). The set
is GTM people by email plus any non-email handles; the frontend groups them
(internal / external / bots). Excludes soft-deleted and unassigned tasks.
