`POST /gtm-internal/outbound/redraft`

Operator redraft WITHOUT sending — the shared action (see
``backend/outbound/actions.py``; the MCP tool calls the same one): old
draft superseded, new version row proposed_by=operator. The (engine
proposal, operator final) pairs are the drafting-precedent corpus.
