`GET /api/domains/{domain_id}/campaigns`

``{campaigns: [...], unassigned: [...]}`` — every campaign on the
account (newest first) with its measurements' readouts in proposed
order, and the readouts of the measurements in no campaign
(goal_corpus/experiment_readout.campaign_readouts). A customer reads
each readout without its internals (``_customer_readout``).
