`GET /api/domains/{domain_id}/agent-desk/control-documents`

Every control document for this domain — one entry per
``control_documents.KINDS`` (knowledge, policy), with
``active_version_number`` None for a kind that has never been written or
has nothing active. The list tracks the kind vocabulary, so clients render
what they get rather than assuming a fixed set.
