Queue a bounded re-check of the customer's site.

429 with the ISO time the next one is allowed. The rate-limit clock is
stamped HERE and only AFTER a successful enqueue — the discipline
``/crawl/recrawl`` documents: a broker failure must not burn the customer's
slot, but neither may the limit depend on a worker having run, or a backed-up
queue would let one button turn into an unbounded number of probes against
the customer's own homepage.
