The facility grades and labor profiles the cost model actually knows about.

Served so the pickers in the Economic Analysis panel and the TEA comparison
dialog are generated from the same catalogue the estimator validates against -
a hardcoded option list drifts the moment a profile is added, and a stale option
is silently costed as the fallback grade.
