Retrieves data for recipients and captcha.

## Query parameters

- `recipients[]` string[], required
- `captchaValue` string, required
- `lockAddress` string, required
- `network` integer, required

## Response `200`

- `400` — Bad Request.
- `500` — Unable to fullfil request due to internal server error.
