工具清单：界面上每件工具**回答什么、什么时候用、别拿它做什么**。

`kind=compute` 只返回能算的那些——**串工作流只能串这一档**；
另一档是清单与说明，串进去会得到一个走不通却看起来完全合理的流程。
汇总里带 `mismatch`：清单两半对不上时它不为空，
**不静默丢弃**——少一件工具的症状是「AI 说做不到」，没人会去查清单。
