`POST /api/runs`

存一次判定。输入与结论一起存，并钉住当时的规则口径。

## Request body

- SaveRequest
  - `tool` string, required: 工具标识，如 pmo/risk
  - `title` string: 给这次判定起个名字，方便日后在列表里认出来
  - `note` string: 备注：当时为什么算这一次
  - `line_id` string, nullable: 产线/对象，用来过滤
  - `entity_id` integer, nullable: 这次判的是哪个对象（实体 id）
  - `inputs` object: 这次填了什么
  - `verdict` object: 引擎判了什么
