供前端在提交登录前询问「这次要不要显示图形验证码」。

判定来源有两处：Redis 登录失败计数（先看，便宜），以及风控画像里的历史风险标记。
返回：success(data={"captcha_required": bool})。
副作用：只读（风控画像是读缓存/DB）。
