返回最近一次写入的 RapidAPI 套餐配额信息（每次真实代理请求会覆盖写入）。

数据源是 Redis 里的单条快照（写入方在网关侧），所以这里只反映"最后一次
代理请求发生时"的配额，长时间没有流量就不会更新。

返回 None 的三种情况（都属于"无可用数据"，不是错误）：
缓存不存在/不是 dict、缺 limit 或 remaining、值无法转 int。

副作用：只读 Redis。usage_percent 用 limit > 0 守卫除法，避免除零。
