Returns a list of changes to the web service since the given date.

  - `versionNr` string, required: A number used to identify the release version.
  - `typesOfChanges` string[], required: One or more types of changes, as described in [1] Table 1.
  - `description` string, required: A textual description of the changes.
  - `systemChanges` object: An ontology describing the changes in the software/hardware stack.
    - `softwareChanges` PremisEvent[]: List of software components affected by the changes.
      - `eventType` string, required: Type of the event (e.g., software update, hardware upgrade)
      - `eventDateTime` string, date-time, required: The date and time when the event occurred
      - `eventDetail` string, required: Details about the event
      - `eventOutcomeInformation` string: Outcome of the event (success, failure, etc.)
      - `linkedAgent` PremisAgent: PREMIS agent responsible for the change
        - `agentType` string, required: Type of agent (e.g., system, developer)
        - `agentName` string, required: Name of the agent
        - `agentRole` string: Role of the agent in the event
      - `linkedObject` PremisObject: PREMIS object representing a software or hardware component
        - `objectIdentifier` string, required: Identifier for the object
        - `objectCategory` 'software' | 'hardware', required: Category of the object (software, hardware)
        - `objectDescription` string, required: A brief description of the object
    - `hardwareChanges` PremisEvent[]: List of hardware components affected by the changes.
      - `eventType` string, required: Type of the event (e.g., software update, hardware upgrade)
      - `eventDateTime` string, date-time, required: The date and time when the event occurred
