`GET /readyz`

## Request

Dependency readiness — wired to k8s readinessProbe.

Runs the checks in `gather_readiness_checks`. A failing gating check
returns 503 with a JSON body listing every check; K8s pulls the pod out of
the load balancer so callers see 503 immediately rather than waiting on a
backend that can't actually serve them. This endpoint makes no
third-party vendor API call; see `GATING_READINESS_CHECKS` in
`app/health.py` for what it checks and why.
