Public video recommendations for a check.

Mirrors the authenticated `/{check_id}/videos` endpoint without the
ownership gate — public reports already expose the full check (claims,
evidence, videos) by id, and videos are public YouTube links (no PII).
Lets the public report re-poll for videos that the fire-and-forget task
writes ~1s after the check completes (after the cached page first renders).
