`POST /api/v1/sites/{site_id}/detach`

## Request

"Non lo gestisco più": the centre leaves this operator. Only the owner
can, like the terms: it changes what the business runs. The centre is
unpublished and goes back to a public-source operator; nothing of it is
deleted. Taking it back is a claim, which an admin decides.
