Download the kubectl/EKS onboarding CloudFormation template, pre-filled.

Fetches the published base template and injects the caller's ``ExternalId``
(``traversal:<org-id>``) and Traversal's ``TraversalAWSAccountId`` as parameter
defaults, so the customer only needs to supply ``ClusterName`` (and
``RoleNameSuffix`` when connecting a second or later cluster).

**Permissions**: org member, org setup user, or org admin.
