Start a tool health check run for all or selected tools.

## Request body

- StartToolHealthCheckRequest: Request to start a tool health check run.
  - `tool_names` string[], nullable
  - `execution_mode` 'configured_input' | 'agent': How a tool health check should exercise each selected tool.

## Response `200`

Successful Response

- StartToolHealthCheckResponse: Response returned immediately after a run is created.
  - `run_id` string, required
