Args:
    request: Contains page_size and optional pagination cursor.
    user: Authenticated user — supplies ``organization_id``.

Returns:
    Upstream JSON containing ``incidents`` and ``pagination_meta``.

- ListIncidentsRequest: Request to list incidents with cursor-based pagination.

  - `after` string, nullable: Cursor for pagination — the 'after' value from a previous response
