`GET /get-opportunity-pool`

Suggestions waiting on a decision.

NOT the same object as `/get-opportunities`, which serves
`citation_opportunities`. This is the unified pool every recommendation
system now writes to.

- `family` string, nullable: fix|refresh|create|earn|discuss|optimize|setup|play
- `kind` string, nullable: Comma-separated kinds
- `impact` string, nullable: low|medium|high
- `limit` integer
- `cursor` string, nullable: Opaque cursor from meta.next_cursor
