The PDF gate's form endpoint. Always 303-redirects back to the report
page — ``#pdf-sent`` whether the address is new, known or throttled (no
account-existence disclosure), ``#pdf-invalid`` when malformed. A verified
account gets the PDF emailed straight away; a new or unverified address
gets the confirmation link. Re-requests within PDF_GATE_RESEND_MINUTES
are silently absorbed.
