  - `status` 'idle' | 'running'
  - `success` boolean: False when a refresh is already running, with HTTP 200

- `400`: Invalid request
- `401`: Authentication error
- `403`: Insufficient authority
- `429`: Rate limit exceeded
- `500`: Refresh failed
