`POST /api/workflows/{execution_id}/atoms/{atom_id}/complete`

Report an agent-executed atom step as completed.

For dispatched atoms (media jobs, etc.), completion is tracked
automatically. This endpoint is for steps the agent performs itself
(general.* atoms).
