`POST /api/tryon/chat/{project_id}/proposal/{message_id}/resolve`

Persist a cell_fill_proposal's resolution (applied/rejected) so it does
NOT re-show as actionable after a page refresh / history replay. Without
this the card's resolution was local-only, so a refresh re-armed Apply and
risked a double-apply.
