`POST /api/tf/tables/{table_id}/rows`

## Request body

- RowCreate: Body for `POST /tables/{id}/rows`. Single-row v1 — `count`/batch land alongside the row-source pipeline in P2. `prefill` is intentionally absent here so the API contract is just "create empty row, then PATCH cells".
