`GET /api/tf/tables/{table_id}/rows`

Successful Response

- TableRowsResponse: Paginated rows + their current cells at the head revision. `cells[row_id][column_id]` = `{value, version_num, cell_version_id}`. Missing entries = tombstone (cell never written, or column archived).

    - `table_id` string, uuid, required
    - `order_key` string, required
    - `created_by` string, uuid, required
    - `created_at` string, date-time, required
  - `cells` object, required
  - `next_cursor` string, nullable
