Users registered >= 3 days ago and newer than ``since``, oldest first.

The poller cursors on the last returned ``created_at`` (strict ``>``) and
dedups by email on its side, so boundary re-reads are harmless. Eligibility
is monotonic in created_at (a user becomes eligible exactly 3 days after
signup), so the cursor never skips a user. Internal/test domains are
excluded so the drip never mails the team.
