`GET /api/bitables/{table_id}/cell-states`

Read the dep-machine state of versioned cells on a table.

Consumed by the executor (B2.2), the HITL UI (B3), and the bitable
skill CLI for debugging. Optional filters: `row_id` for one row,
`state` to narrow by lifecycle (ready / running / pending_approval /
etc.). No pagination — a realistic table has O(rows × versioned_cols)
state rows, well under the scan threshold.
